No i dont think everyone around is stupid, which is why i asked for
clarification, but i doubt you'll find many Kubuntu 16.04 users running a KDE 4
desktop.
For completeness, here is Andreas's message from telegram: "as I'm the
maintainer of the origin oxygen kde icons, the icon theme is DEAD since 8
years."
