That screenshot was taken on Windows 10, and I can reproduce this on Windows 7.
Since this depends on the zoom level, it seems to be a rendering artifact and
not intentional.
Especially on desktop environment with a flat design, like Windows 10 / KDE
5.10, a crisp border would look better, in my opinion.
