@Mantas : thanks for reporting back.
The CSV file contains dates as text strings. These are marked as such when you
import the CSV file into LibreOffice by an apostrophe - this is a "feature" of
Excel that LibreOffice has also integrated.
Have you tried playing with the import options when you load the file into
LibreOffice ?
Please also indicate how the date is represented in the CSV format, e.g. by
opening it in TextEdit.
How are the date strings represented ?
