I think I just realised what is going on.
Are you clicking the button, or the drop down arrow to the right of the button?
If you click the button itself, it fills the cells with the current background
colour (yellow, in your case) without giving the option to select a different
colour.
Clicking the arrow *next to* the button should bring up the colour selection
dialog, and allow you to change the background colour.
