The list item has a hard formatting with an own list style. Open entry "Bullet
and Numbering" from its context menu. Look at the preview in tab "Customize".
If you want the list item to behave as the other list items, you first need to
remove the hard formatting. Set cursor in that line and press Ctrl+Shift+M. Now
you can promote and demote as you like.
