Confirmed, only the document canvas or the Start Center's canvas parse
drag-n-drop actions--as does the application frame (depending on OS/DE).
But, isn't that enough? Not sure we gain anything with complexity of adding
drag-n-drop target to Start Center tabbar, Toolbars, Sidebar decks, Status bar
etc.
To me a WONTFIX.
