Hi,
If I understand well your requirements, it is already possible to get such
feature.
1. Numbering Heading 1 and Heading 3 as usual with Tools > Outline Numbering
2. Create a new style inherited from Heading 2 (lets call it Heading2bis)
3. Modify style Heading2bis: Outline&Numbering:
  - Outline Level = Level 2
  - Numbering style: Numbering 1
4. Modify List style Numbering 1 to look like you want
