I think this can be considered as an enhancement. If the object is selected,
when you point on one of element edges the cursor will move or resize it,
depends on your position. But if you want to connect the objects border to an
other kind of element like line you should deselect it first then select the
drawing tool you want and use it after.
Testing environment:
• Operating system : Windows 8.1 Pro 64-bits.
• LibreOffice : Version: 5.4.2.2
