Scrolling with the horizontal/vertical toolbar is sluggish with OpenGL enabled
Steps to Reproduce:
1. Open attachment 137051
2. Move the horizontal/vertical by left clicking the scroll bar and moving it
Actual Results:
Slow (bumpy) scrolling
Expected Results:
Smooth scrolling
Reproducible: Always
