Think I can confirm this bug as I suffer from the same/similar Problem
all Programms use A4, only LO always comes up with US Letter,
setting "default" template to default for writer changed behaviour: new writer
docs now are A4 also, calc, impress, draw still US Letter
my system is archlinux with Xfce Desktop
