You could start at sc/uiconfig/scalc/ui/textimportcsv.ui and
sc/source/ui/dbgui/scuiasciiopt.cxx but I have no idea where the actual import
is done. Maybe you find a good keyword for use at
https://opengrok.libreoffice.org/search?project=core (or just ask the devs on
IRC (https://wiki.documentfoundation.org/Development for more info).
