A minimal reproducer
This file (DOCX, that is affected, too) demonstrates that there are two related
problems with the file.
First is the different placement of rows (1st vs 2nd). And that is related to
the second row's first cell's <w:textDirection w:val="tbRl"/> in <w:tcPr>.
Removing it makes both rows to behave identically.
Second one is the table's placement (as a whole). Word places the table at the
right border of the page. Writer places it at the left border. (Now that the
table is narrow, it's evident.)
