If you want, please file individual requests of enhancement to ask for support
of additional PDF features in Draw, and they may be evaluated and eventually
added by volunteers in due course. This bug is just too broad. And no, there
won’t be a full-fledged PDF editor in LibreOffice, because it’s out of scope
for this project, which already struggles with insufficient code contributors
for all six current applications. Users are advised to complement LibreOffice
with existing solutions for that use case.
