You mean during the build, not soffice start-up?
Can you find out what calls into liblangtag and why?
soffice uses lt_db_set_datadir() to set the directory in
i18nlangtag/source/languagetag/languagetag.cxx
LiblangtagDataRef::setupDataPath(), that place probably has to do something
similar (but can't use the bootstrap macros).
