With other meta bugs under the CJK meta bug, we have each meta bug for a
particular language irrespective of where that language is used, so not sure we
should be lumping all the non-chinese languages spoken in china into a single
meta bug. Also not sure whether it should be a blocker for CJK meta bug when it
doesnt fall within the CJK languages.
