The issue was not in KDE, but in the apparmor profiles blocking the opening of
the KDE file dialog box. Those profiles were accidentally enabled in
1:5.4.5-0ubuntu0.17.10.1, and were disabled again in 1:5.4.5-0ubuntu0.17.10.4.
