To take a trivial example, a file containing the following single line could be a CSV file or it could be a text file: Hello, world! Say this filename is saved without an extension (as text files sometimes are). Try to open it with LibreOffice and it's automatically assumed to be a CSV file. Why not ask the user what format it really is?
