Problem description: When inserting a Horizonal Rule too much interaction is
required on the user's part to simply insert the Plain formatted type.

Steps to reproduce:
1. Open a Writer document and position cursor to prepare for a Horizonal Rule
2. Navigate to Insert -> Horizonal Rule...
3. View dialog window Selection

Current behavior: No selection is selected by default, necessitating a mouse
click.  If navigating by keyboard I find I need to click Down Arrow, and then
Up Arrow to return to the top option.

Expected behavior: For the first formatting type, "Plain", to be selected by
default.

I rarely format a Horizonal Rule in a custom manner, to simply be able to hit
Enter on a keyboard or the OK button with a mouse would save a click!
