Bad data. At line/record 13146 there is an entry "Not Applicable" in the
employer_c field, records 1 - 13145 load with no issue.
Clean the data to remove the quote marks--or change the import dialogs "String
delimiter" listbox selection from " to '.
Import then works correctly.
Also we need to remove this attachment 141222 -- clear privacy issues in the
contained data.
