Your heading do not have chapter numbering but list numbering. That does not
work. First remove the list numbering. [Search for style "Heading 1, Find all,
click on the numbering icon.] Then go to Tools > Chapter Numbering, tab
Numbering, and connect the chapter level to the paragraph style. Then set the
position as desired in tab Position.
