For me it was easy to do a "rm -r .config/libreoffice && mv .libreoffice .config/libreoffice", but this will not be the case for Joe average user. I consider it a severe bug that no migration is provided by default, and I believe there are still users upgrading late. There definitely should be a (silent) migration doing just this "mv .libreoffice .config/libreoffice" provided that 1. there exists a ~/.libreoffice directory and 2. there is no .config/libreoffice directory.
