This is the setting of your window-system. I have tested here with OpenSUSE
42.3 and KDE. My default font is Noto Sans 10. In form-controls the
default-font is Noto Sans 10. If I switch the font in KDE the font switches
also in all windows of LibreOffice. The font is the same here for the menues of
LO, the dialogs for the form-controls, the content written in the form-controls
