Problem description:
When inputting biblical hebrew with tyndale keyboard, on windows 7/64, the dots
over shin are separate from the shin.
Steps to reproduce:
1. ....launch hebrew keyboard (tyndale)
2. ....pres shift and w, or shift and q
3. ....
Current behavior:dots not over the shin
Expected behavior:dots over shin
