Can not reproduce on Windows 10 Home 64-bit en-US locale with

Set CTL font to Microsoft Nimala UI (left default Hindi, but could be one of
the other Indic languages). Open the Special Character dialog, Navigate to the
Devangari block.
Mouse over any of the vowel signs, right mouse context menu "Copy to
clipboard".
Using clipboard utility (Nir Sofer's InsideClipboard) I see a Format ID 13
CF_UNICODETEXT for the selected glyph.
A <Ctrl>+v paste to paragraph places the glyph--and will combine with other
glyps from the block. Also verified the clipboard will retain the copied glyph
for subsequent use.
The "Add to Favorites" button and selection from that stack seems to work well
as an alternative to holding on clipboard.
