I tested again as standard user, the same result: no pictures.
Usually I am logged in as standard user. Now I started Writer as admin and used
the same odt test file. Still missing pictures. As admin I had UI language
English (USA), so Finnish cannot be the reason either.
Sorry, but I have no clue what can be wrong. :(
