For me there is no bug here and no need for an enhancement because all you ask
for is already there:
- if you do not want to embed video in the pdf, then insert the video as link
- if you want to embed the video in the pdf, then insert the video as embedded
material.
Support for linked and embedded videos in the PDF export of Writer and Impress
has been added in LibreOffice 5.4, see the release notes here:

please explain what could be expected in case of you want export in PDF a
presentation embedding a video without the video: what to do with the video?
remove, link (where?), only a preview, other?
