I've also been bitten by the pop-up a lot, especially when zooming out to see
multiple pages at once. Also, I find that it lags and glitches a lot relative
to other elements of the UI.
Without the popup, perhaps shortcuts to insert/modify the the header and footer
could be added to the context menu when clicking in the top/bottom margins of
the page, or in the header/footer area when enabled. IMO this would be just as
convenient, without the current annoyances.
