Ok, I did some digging.
Apparently the problem is not bug 113876 (fixed), because you still see it in
6.1.
Could it be bug 70646, which is (originally) for: 'if your document do not use
any heading style (Heading n) you will have an error message : "Can't create
document"'
Are Heading styles used in your document?
