I suggest that sort has been optimized to not reorder empty cells, and a cell
with only formatting is considered to be an empty cell which is the problem.
The example shows that formatting is not forgotten during reordering, just that
this step is skipped with a cell lacking content.
I can reproduce it as explained in comment 2 for the following versions:
