I suggest to register so click on link "Get and IBM ID", enter data into registration form and then download software. It is free of charge. To install DB2 on Linux I recommend to use the following tutorial: http://ibiblio.org/pub/Linux/docs/HOWTO/other-formats/pdf/DB2-HOWTO.pdf It is little bit old, but install process is still the same (just use chapter of distribution you use). When I reported bug few months ago there was DB2 Express-C 9.7 available, but when IBM releases new version old one is removed from download page.
