as written in bug 119072 you have to use outline text box instead of text box
to get bullet points.
1. how do I get outline text box in draw? what's the uno command for it?
2. In textbox I can have bullets, I also can promote / demote the bullet points
by keyboard the only issue is that the sidebar buttons didn't work.
