Steps to reproduce with F6:
1) Open Writer with Sidebar closed and Default Toolbar Layout
(Menu > View > Sidebar unchecked)
(Menu > View > Toolbar Layout > Default)
2) F6
Focus changes to Menu > File
3) F6
Focus changes to first toolbar button in Standard toolbar
4) F6
Result: Focus lost
Steps to reproduce with Shift + F6:
1) same as step 1 above
2) Shift + F6
Result: Focus lost
Expected Result: Focus is not lost
