The RTF document opened in TextEdit indicates that the font name is Myanmar
Sangam MN.

If I open the same RTF document in LO master, I just see lines of rectangles
instead of the characters.

If I copy/paste the text from the RTF file opened in  TextEdit into a clean
Writer document, I just see lines of rectangles instead of the characters.

I clearly don't have the font required installed on my system.

This font is owned and trademarked by Murasu Systems Sdn Bhd Malaysia.

It is a TTF font (although what kind precisely, I do not know), and I have been
unable to determine whether the font is available under an open source licence.
It appears to be free, but even then, I see from here a warning:

"Free fonts often have not all characters and signs, and have no kerning pairs
(Avenue ↔ A venue, Tea ↔ T ea)."

In other words, the problem appears to be inherent in the font you are using
and not LibreOffice.

If you can show us an identical problem with an OTF (OpenType) font that is
available under an open source licence, then perhaps we might be able to
confirm this.

Unfortunately, all I can offer as advice at the moment is that you request that
the font provider of the font you are using support the OTF specification, and
that they release the font under an open source licence.
