It took me a few times to actually get it to do what you're saying but I do see
the bug. It's not a major issue but it could potentially cause an annoyance for
some users. 

Marking as NEW, setting priority & changing name.

Priority: Set to minor as there is an easy solution (just change the fill) but
put it to high because it doesn't reflect well on LibreOffice to have the text
reflect exactly what the highlight button shows

There is really one of two issues here:

1. The highlight color shouldn't actually be no fill if it's going to have a
fill color 

OR

2. The new typed text shouldn't have a fill

Either solutions work as they make it so that what is seen in the button for a
fill color is actually the same as what is seen when you type.
