This works for me in:
Version 3.6.0.4 (Build ID: 932b512) Slackware Linux 13.37
With a slightly different step:

> - start localc.
> - edit cell A1, while editing press insert (should change to overwrite mode)
> and end the cell edition pressing enter being in the overwrite mode.
> - place yourself again in cell A1, move cursor left to overwrite the 4 with a
> 5.

Here you have to place the cursor in the "Input line" text box. If you do this,
overwrite mode (which is using the Insert button) works normally.

Please confirm whether this works or not so we can close the bug.
