Perhaps it is Windows specific.
I tested using Ubuntu 18.04 and LibreOffice 6.1.1 RC and 6.2 Alpha, starting
the application with --calc, --writer, --draw and then 'save as' for each - it
all worked as expected. But as I say that is using Linux.
