This is not a bug, just a visual effect.
The images are anchored to the page, so they don't change their position when
new columns/rows are inserted.
Change the images' anchor to 'to cell' and you will see the change their
position.
You can also see rows are inserted if you type some text to the above and below
row before inserting it.
