(will attach soon). I'm on kde5 plasma5 on mageia 7 x86-64 with a normal
en_GB/en_US locale.
Steps to Reproduce:
1. install the hebrew langpack
2. write LC_ALL=he_IL.UTF8 libreoffice n.odp inside tmux in konsole.

Actual Results:
unicode junk
Expected Results:
hebrew characters
Reproducible: Always
User Profile Reset: No
OpenGL enabled: Yes
