We need a test case for this.

To quickly remove pictures, unzip the .odt file (it is a .zip file in
disguise), delete the Pictures and thumbnails folders and re-zip everything.
Finally, change extension from .zip to .odt.
Let's hope the bug is not tied to the presence of the images.
Test with master before you do all this:
https://dev-builds.libreoffice.org/daily/master/Win-x86_64@42/current/
Set to NEEDINFO.
Change back to UNCONFIRMED after you have provided the document.
