It seems that following two lines were needed to enable proper Read-Only mode:
<fileVersion appName="xl"/>
<fileSharing readOnlyRecommended="1" userName="m"
reservationPassword="CC82"/>
Unfortunately LibreOffice Calc is not asking for password, even if it is
properly set by MS Office
