I did a little video showing the issue.
My PC is in Portuguese language, but I think you will get the problem.
First, the Windows desktop is scalled at 150% (default for a 4k screen) and
icons is broken.
Second I change the scalling to 125% (not ideal) and the icons appears
perfectly.
"Filmed" the monitor due to logout/login stuff.
