Currently the new "Get involved" infobars code[1] checks the time it was last
shown, and depending on that value, shows the infobar.
In an enterprise deployment I think it's not desirable to show this, so a way
to entirely disable it from central configuration would be required.
The code currently does not check whether the value of the config key is locked
down: adding a check would be a solution here.
