The Tools -> Outline Numbering dialog needs usability improvement. For links
and examples see closed report #54188.
In short, there's confusion between the Level combo box and what the drop box
for Paragraph Style does. How does the user place a custom paragraph on a
certain level? It seems this is not clear for users.
As indicated by http://www.oooforum.org/forum/viewtopic.phtml?t=10692 and
#54188 there also seems to be bugs in this area.
