closing this duplicate of bug 119020 which has more complete testing and code
points.
This is not a HiDPI hardware issue, just mishandling of the icon rendering when
setting the Windows DE "scaling settings" above 125% (which triggers
loadFromSVG() rebuild of the icon cache).
