The native format for LibreOffice Draw is an ODF Drawing--a vector format.
Meaning a JPEG image will always be filter "imported". We do not "Open" JPEG
for editing nor any document format other than ODF XML (and technically not
even those).
The ODG template in use will control handling of margins, alignment and active
layer of the resulting BMP image being imported from the JPEG (or other raster
image format) to document canvas.
The getting started chapter on Draw [1] should get you on solid ground.
