I confirm that I have 3.6.1.2 installed.  Before I initially posted I had
uninstalled and reinstalled as well as downloading new installation files.
Today I did a clean reinstall of both LibO and Java, as well as trying other
ideas. Also have confirmed on another stand-alone PC with same basic software.
Open LibO and choose File / Send. With both Java enabled and disabled all
components except Writer open the MAPI email client as expected (either
Thunderbird or Outlook Express).  
With a Writer file with Java disabled get a message "LibreOffice requires a
Java runtime environment to perform this task. However, use of a JRE has been
disabled.Do you want to enable the use of a JRE?"  Selecting No promptly you
can resume and then Send option works as expected.
With Java enabled works with Java 6u35.  With Java 7u7 get a popup stating that
LibO requires JRE installed and that installed JRE is defective etc. May crash
or if OK is not selected in time but then Writer will subsequently send emails
as expected.
Hope this is of use to you. Seems somewhat strange behaviour, but I realise
that it could be nothing directly to do with LibO.
