You are not wrong. Just before the table there is a continuous section break.
That means that the footers used in Word from that point on will be defined in
section 2 (footer 4). However, LibreOffice has no good way of knowing where the
page break will be, so it can't know when to switch to the next section. LO
simply doesn't have any similar concept to "dynamic assignment of
headers/footers at a natural page break".
Plus, there are a million other bug reports on the same topic, so this would
otherwise be a duplicate of bug 81426.
