Reproduced, but it has never behaved like you claim. It does resize the frame
in older versions, but not correctly. The height of the frame is reduced, but
the width is not increased. This makes the image cropped even in older
versions.
Thus I hesitate to call this a regression. Anyway, bibisected on Windows to

The oldest code has the comment
//#i84870# - no shrink of text frame, if it only contains one as-character
anchored object.
So apparently the non-shrinking behaviour has at one point been thought to be
correct.
