Format all comments dialog can't be reopened for a second time
Steps to Reproduce:
1. Open attachment 145573
2. Click on the comment box arrow -> Format all comments (working)
3. Cancel the dialog
4. Repeat step 2 -> not working
Actual Results:
Format all comment dialog doesn't appear
Expected Results:
Should
