The fact that header and foooter SCLR *do* work when both are false supports this. The only issue is trying to have the header SCLR setting be different the footer SCLR setting (and apparently, only in .doc and not .odt). I never messed with the default page style; I started up LibreOffice with a fresh config directory, hit "Text Document" to create a new one, and Save As... Microsoft Word 97.
